| Joy Quill is President of C. J. Quill & Associates, Inc. (http://quillassociates.com/default.aspx), an evaluation and training consulting group serving public and private sector clients since 1995. She specializes in evaluating human service programs and developing practical courses for adult professionals. Representative projects include directing a 5-year substance abuse prevention research project funded by the Substance Abuse and Mental Health Services Administration, assessing a multi-year university-level curriculum development grant supported by the National Science Foundation, and evaluating an National Institutes of Health grant designed to increase the number of underrepresented minorities pursuing higher education and research/teaching careers in science. She has developed and taught practical evaluation and writing courses for the federal Inspectors General Auditor Training Institute and other Federal agencies.
Joy also consults with private sector health care organizations to develop and assess the effectiveness of their corporate compliance programs, including training on compliance auditing, risk assessment, and related compliance topics.
Before starting her firm, Joy spent nearly 30 years in the U.S. Department of Health and Human Services (HHS), culminating in her position as Regional Inspector General for Evaluation and Inspections in the HHS Regional Office in Philadelphia. In this capacity, she directed over 50 national evaluations and inspections of programs on topics ranging from Medicare and Medicaid to Crack Babies and Disability Determinations. She also co-authored the HHS Office of Inspector General Inspection Standards that were later adopted by the President’s Council on Integrity and Efficiency as the official standards for government evaluations and inspections.
Joy has a BA from Bryn Mawr College and is certified for the Federal Senior Executive Service. From 2000-2003, she served on an expert panel established by the HHS Assistant Secretary for Planning and Evaluation to review the quality of HHS-supported evaluations. She is co-author of A Guide to Auditing and Monitoring HIPAA Privacy Compliance (Atlantic Information Services, 2003). | |
