Jack Molnar
is President, Molnar Consulting. He specializes in evaluating public sector programs and management systems. His areas of expertise include strategic planning, client and employee surveys, as well as performance and outcome measures. Prior to retiring for Federal service, Jack had over 35 years of experience in the Centers for Disease Control and Prevention, the Social Security Administration (SSA), and the Department of Health and Human Services (HHS). At HHS he served as a Regional Inspector General for Evaluation and Inspections and at the SSA Office of the Inspector General as a Deputy Audit Manager. In these positions, he directed over 100 national evaluations and management reviews of the broad range of programs funded or administered by both agencies. His areas of programmatic expertise include Medicaid and Medicare, Social Security and SSI, public health and bioterrorism preparedness, as well as human service programs for vulnerable children, disabled citizens, and seniors. Methodologically, he has been recognized for pioneering the use of rapid-feedback and outcome measurement studies to assess public sector program performance.
In 2003, Jack founded his own consulting firm conducting program, management, and performance evaluations for a broad range of public sector clients. Molnar Consulting has worked with both federal and state agencies to develop strategic plans, to design and implement performance management systems, to conduct client and employee surveys, and to conduct formative and summative program evaluations.
Jack has an MPA from the Public Administration Institute at Fairleigh Dickenson University where he has also served as an adjunct professor. He co-authored the book Practical Evaluation for Public Managers. He is a Past-President of the Eastern Evaluation Research Society. Mr. Molnar has also had numerous articles regarding his program evaluations and methods published in professional journals. Throughout his professional career, Mr. Molnar has received numerous awards and recognitions for his evaluation and leadership skills.
