President

George F. Grob is President of the Center for Public Program Evaluation. He has over 35 years of professional service and leadership in the fields of accountability, evaluation, and policy development. As head of the Office of Evaluation and Inspections in the US Department of Health and Human Services, he oversaw the production of more than 1,000 program inspections and evaluations. He also served as Deputy Inspector General for Management and Policy, with oversight over management systems, external affairs, congressional relations, human resources management, budget, and information technology. As Executive Director of the Citizens’ Healthcare Working Group, he organized a nationwide discussion of our country’s health care system, leading to recommendations to the President and the Congress. Mr. Grob has testified two dozen times before Congress and assisted other public officials in doing so as well. /georgegrob.aspx

Senior Partner
Joy Quill is the Senior Partner of our group. She is President of C. J. Quill & Associates, Inc., an evaluation and training consulting group serving public and private sector clients since 1995. She specializes in evaluating human service programs and developing practical courses for adult professionals. /joyquill.aspx


Associates
Jack Molnar is President, Molnar Consulting. He specializes in evaluating public sector programs and management systems. His areas of expertise include strategic planning, client and employee surveys, and performance and outcome measures. /jackmolnar.aspx

Carl Summers, Ph.D., is an independent consultant and research methodologist. His background spans the worlds of academia, evaluation consulting and public sector evaluation. He specializes in psychometrics, evaluation design, proposal writing and program evaluation. His portfolio of projects includes such diverse topic areas as high stakes testing, international program evaluation, health program evaluation including HIV/AIDS and alcohol abuse, and educational program effectiveness.  /carlsummers.aspx

 

Walton Francis is an independent author and consultant with decades of experience in program evaluation, policy analysis, and social research. He reviewed hundreds of proposed federal regulations for impact and burden. He is an expert on Medicare and other insurance programs and has authored the annual "CHECKBOOK's Guide to Health Plans for Federal Employees" for three decades. His most recent work, "Putting Medicare Consumers in Charge: Lessons from the FEHBP." evaluates both Medicare and the Federal employees program on cost control, benefit generosity, fraud prevention, governance, and other dimensions of performance. /waltonfrancis.aspx

 

Campbell Gardett is an independent writer and communications consultant. He has been a reporter and editor with the Associated Press; Senate legislative assistant and press secretary; and news director for the Department of Health and Human Services. He brings experience in incorporating communications planning and products as an integral and informing element of project development and execution./campbellgardett.aspx


Vijaya ChannahSorah, Ph.D., is an independent consultant in Results Management, which offers assistance in performance measurement, program evaluation, strategic planning, and logic modeling. She designs and conducts interactive workshops and seminars to help program mangers improve their ability to measure and track results and to gauge program success. /vijaya.aspx

Susan H. Robbins, Ph.D.,  is currently an independent consultant providing research and evaluation design, management and implementation services primarily for educational programs. She delivers practical, targeted information for multi-method data collection strategies. /susanrobbins.aspx
